German Technical Cooperation (GTZ) is an international cooperation enterprise for sustainable development with worldwide operations owned by the German Federal Government.
GTZ is currently seeking candidates to fill the following position of a Technical Officer on HIV/AIDS Treatment and Care to implement the “Twinning Initiative” project in frames of an agreement between German and Ukrainian Ministries of Health in Donetsk, Vinnitsa, Khmelnitskyi, Chernivtsi and Ternopil oblasts of Ukraine.
Treatment and Care Technical Officer
Qualification: • Medical degree in Medicine /post graduate in public health • Expertise in HIV/AIDS program management in general and HIV treatment, care and support in particular • Technical expertise in HIV treatment • Technical expertise/experience in communication and social mobilization • Ability to write good reports and document best practices • Ability to work effectively in partnerships • Fluent Ukrainian, Working level of English (able to read and understand documents), working level of German is an advantage. • Advanced PC/Internet user
Experience: From 3 years of experience in management of HIV treatment, care and support programs, especially in program planning, implementation, monitoring, evaluation, research and training.
Overall tasks: • Serve as a focal point and coordinator for HIV-treatment efforts within the project. • Guide and support implementing partners in realization of the project. • Support effective work of the Regional Consulting Councils (formerly “Coordination Rada”) trough facilitating and supporting communication and cooperation between state and non-state bodies at regional level. • Coordinate efforts between partnership German and Ukrainian clinics and oblasts’ clinics • Provide consultative and technical support to Regional Administrations and local partners • Identify technical support needs of local partner clinics and consulting GTZ on possible ways to meet them • Supporting the development of HIV-related services (treatment and care) in project regions • Coordinating interaction between local, regional and international organizations within the framework of the program. • Facilitate implementation of the innovative approaches and other clinics and other partnership organizations. • Facilitate “best practice” replication in other partnership organizations. • Provide technical support for developing and rolling out monitoring and evaluation component of the project.
This is a full time position that will require occasional business trips (15 % of working time).
